Methodological Principles
The methodology of the Performance Index - India Rankings, by India Institutional Ranking Consortium (IIRC) is based on a structured evaluation model that combines institutional data, documentary evidence, performance indicators, qualitative review, and comparative benchmarking. The assessment is conducted at the overall university or institutional level, ensuring that the evaluation reflects the institution’s complete academic, administrative, research, digital, and social ecosystem. The methodology follows a 9D Institutional Performance Model, where each dimension represents a critical component of institutional performance.
The evaluation methodology is designed to be comprehensive, evidence-based, and adaptable across institutional types. Since institutions differ in size, age, mission, location, discipline mix, and resource base, the Performance Index places emphasis on both absolute achievements and contextual performance.

Evidence-Based Assessment
Institutions are expected to submit data supported by valid documents, reports, links, policies, audited statements, institutional records, and other forms of verifiable evidence.

Balanced Evaluation
The Index gives weight to planning, processes, outputs, and outcomes. This ensures that institutions are not assessed only on visible achievements but also on the systems that create sustainable excellence.

Institution-Level Review
The assessment focuses on the institution as a whole. Department-level achievements may be considered only when they contribute to the overall institutional performance.

Comparative Benchmarking
Scores may be normalised or benchmarked to ensure fair comparison among institutions with different scales and profiles.

Outcome Orientation
While policies and systems are important, the framework gives significant emphasis to implementation, measurable outcomes, research, innovation, student success, and institutional impact.

Continuous Improvement
The Performance Index encourages institutions to use the results as a basis for strategic planning, quality enhancement, and long-term transformation.
Ranking Process & Output
The Performance Index - India Rankings by IIRC, will be published in the form of discrete ranks, numerical scores, bands, categories, recognition levels, or institutional performance groups. The ranking process converts the final scores into a comparative order / institutional category or classification.
